HOW TO APPLY FOR CIVIL ENGINEERING LICENSURE EXAMS AT THE PROFESSIONAL REGULATIONS COMMISSION (PRC)

This must be the stage wherein the said student/reviewee had finished conducted his/her self-evaluation of his/her review development. It is also the stage when the reviewee/student is now prepared (mentally, emotionally, etc.) to take the Civil Engineering Licensure Examinations conducted by the Professional Regulations Commission. (Note: there is no turning back!)

I had written these steps after when I renew my PRC CE license last May 2013; I just ask some PRC personnel, and some board exam applicants while on the PRC premises.(It was based on my observation and asking applicants for procedures when I renew my license at the PRC) 

This is a step-by-step procedure wherein Civil Engineering reviewees/students must apply for an examination permit to take the Civil Engineering Licensure Exams.

(Note: just ask assistance to PRC personnel or just ask other co-applicants, who had just finished their application, for additional information/instructions on how to apply for the said exam.)



STEP 1: CE REVIEWEES/STUDENTS MUST APPLY ONLINE AT THE PRC WEBSITE

Note: PRC Online Application System (Central Office) started last April 25, 2012.

CE Reviewees/Students/Repeaters must log-in at the PRC Online Application System:


Take note that you must follow the step-by-step procedures and completely fill up the necessary information. Make sure that you must bring with you your “Sedula” (Community Tax Certificate) because in the PRC Online Application System, it requires you to put the CTC Number, Date and Placed Issued.

Important tip: If you have an internet connection at home or nearby, you must log-in before you go to the PRC (Central Office) Manila to save on transaction time.

But if you don’t know or the PRC Online Application System or you forgot to apply online, outside of the PRC premises, there are computer shops (located in front of PRC rendering various services such as ID picture, dry seals, etc.) that cater to PRC online application. Fees are P30 (about more than 5 minutes of using the internet), so it is advisable to rent a computer shop near your area or use your internet connection at home.

STEP 2: ACCOMPLISH/COMPLETE/REVIEW DOCUMENTS REQUIRED FOR CE BOARD EXAM APPLICATION

The needed documents required for CE Board Exam Application are as follows:

Admission Requirements (based on RA 544, Article 3, Section 12)

1.   TRANSCRIPT OF RECORDS (TOR) – when you are securing a copy of your TOR, you must ask your College/University Registrar that the TOR will be used for board exam. Just make sure that your TOR must have your photo printed on it, and the words “FOR BOARD EXAMINATION PURPOSES ONLY” inscribed in your TOR. The release of your TOR depends on your school (if you’re a newly graduate, just ask your Registrar on the schedule of release of your TOR). (present in Original Copy and Photocopies)

Note: Your TOR must have with special order, photo scan, date of graduation and the remarks: for board exam purposes

2. NSO-ISSUED BIRTH CERTIFICATES & NSO MARRIAGE CERTIFICATE/MARRIAGE CONTRACT (For Married Female Applicants) – just go to National Statistics Office (NSO) nearest you. (present in NSO Security Paper Original Copy and Photocopies)

3.  Two (2) passport-size colored pictures with white background and complete name tag (you must have extra copies for emergency purposes)

4.  Current Community Tax Certificate (Cedula)

5. You must have a photocopy of TOR, NSO Birth Certificate, NSO Marriage Certificate.

STEP 3: CE REVIEWEES/STUDENTS MUST GO TO THE PROFESSIONAL REGULATIONS COMMISSION (PRC) MANILA

Before entering the gates of the PRC, the security guards will ask you if you had filed an online application; if you had done it, you can enter inside the PRC premises together with the said requirements for applying an examination permit.

IMPORTANT TIP: Before going inside the PRC premises, just make sure that you bring along your own BLACK BALLPEN, own PASTE/GLUE and own STAMP PAD, together with your REQUIRED DOCUMENTS and a VALID ID.

STEP 4: WHAT CE REVIEWEES/STUDENTS MUST DO INSIDE THE PRC PREMISES

1.  If you have any questions/inquiry regarding the examination application procedures for board exam, you must proceed to Window Q-S (Public Assistance Center) and ask the designated officer regarding your questions, queries and concerns.

2. You must buy Metered Documentary Stamps and Metered Envelope at Kiosk/Window T (Mailing Envelope/PRC Cooperative Store)outside of the PRC Building (near the PRC entrance gate). You will see “PRC CUSTOMER SERVICE CENTER” – Operated by the PRC Cooperative and PRC Savings and Loan Association, Inc. and fall in line there. The price of Metered Documentary Stamps is about P21.00 (Metered Mailing Envelope included). To avoid long lines, you must prepare the exact amount. Don’t buy metered envelopes outside of the PRC premises.

3.   Proceed to the PRC Main Building Ground Floor (leftmost side, with 3 floors). You must go to the right side and find the “APPLICATION DIVISION.” Proceed to the Windows 5-8 area (Processing Section of Application Division).

Note: if the line is too long at the Application Division (Ground Floor of PRC Main Building), I suggest that you can proceed to the PRC Annex Building 3rd, 4th or 5th Floor for the verification of your documents/application proper.

4.    Proceed to Window 8 (or wherever a PRC personnel tells you to) and submit your one (1) passport size picture (white background with name tag); there’s a small box provided in front of Window 8 where you can drop your passport-size picture. The passport-size picture will be scanned and it will be needed/used for the issuance of your NOTICE OF ADMISSION later.

Note: if you forgot to bring your PASSPORT size picture, there is a kiosk beside the PRC Cooperative Store.

5.   There will be a PRC personnel who will give you an “APPLICATION FORM” and Application Form Number. Take Note Again: Bring your own black ballpen. You must also bring any thick folder or any thick book. The purpose is that the application form will be placed over the thick folder (It will serve as your "patungan"). You will have to write your application form while you’re in line. (just to save time)

6.     After your application form is evaluated and assessed, the PRC personnel will give you the PERCC (Permanent Examination and Registration Record Card). This only applies to first time examinees only. You must fill up the necessary information. One (1) Passport-sized picture is needed in the PERCC; so bring your own paste and you need also your own stamp pad to affix your thumbmark.

7.   After accomplishing the Application Form, you must submit the required documents to the designated officer behind the window. The designated officer will verify and check the said documents if you have completed or complied with the requirements. If your documents had complied and finished for assessment/processing procedures, the designated officer will give you the printed copy (web copy) of your online application (the one you had applied at the PRC website). (Take Note: you must photocopy your printed application for online application)

8.  You must pay the P900.00 (Civil Engineer) fee at the Cashier Section and keep your Official Receipt (Resibo). The Cashier section is located on the right side of Windows 5-8 (Processing Section of Application Division).

9.   After paying at the Cashier Section, you will have to fall in line for the issuance of the Notice of Admission. You can get your Notice of Admission from Window 9 - 12. (Issuance Section of Application Division)

As for other applicants, it took them for about 2 hours (but it depends on the situation, e.g., there are many Nursing graduates applying for board exam so expect the line to be long) some of them spent running around asking PRC personnel (inside-guards) and co-applicants ahead of them. Some of them says that it’s faster to apply after lunch.

TAKE NOTE!!!

Deadline in filing of applications for the CE licensure examinations

Except for the Licensure Examinations for Teachers (LET) and Nurses, the applications to take the licensure examinations together with all the documents supporting the applicant’s qualifications shall be filed not later than twenty (20) days before the first days of examinations in the Central and Regional Offices. There is absolutely no extension of the deadline




My Advice: you must plan ahead for you to apply for the PRC Online Application and proceed to PRC with the said requirements early; it will lessen your stress and anxiety for your preparation for Civil Engineering review routine.
