OVERVIEW ON THE CIVIL ENGINEERING REVIEW CENTER PROGRAMS/SERVICES
(Commercial CE Review Program)

According to Commission on Higher Education (CHED) Memorandum Order No. 30 Series of 2007, a review center is defined as “it refers to a center operated and owned by a duly authorized entity pursuant to these Rules intending to offer to the public and/or to specialized groups whether for a fee or for free a program or course of study that is intended to refresh and enhance the knowledge and competencies and skills of reviewees obtained in the formal school setting in preparation for the licensure examinations given by the Professional Regulations Commission (PRC). The term review center as understood in these rules shall also embrace the operation or conduct of review classes or courses provided by individuals whether for a fee or not in preparation for the licensure examinations given by the Professional Regulations Commission.”
A good review center program should be viewed by the students as a wise investment in passing the Civil Engineering Board Examinations. CE students/graduates must pay for the skills and knowledge of licensed civil engineer lecturers who have a special study of the CE licensure examination types and contents as prescribed by the Professional Regulations Commission (PRC).
CE review centers are intended to merely refresh and enhance the knowledge or competencies and skills of reviewees. By means of lectures, techniques and demos, lecturers/reviewers pass their wisdom along to reviewees. The ability of a review center to increase the reviewees’ chances of success depends on the review center’s program. Review centers aid and assist students for better chances of passing the licensure exams. Usually, this kind of review method will only be effective if the student/reviewee will do his/her part.
The CE review center’s instructional programs of study are consists of two or to some, three stages: The Regular Review Course, Refresher Course and the Coaching Program.
INSTRUCTIONAL PROGRAM OF STUDY
REGULAR REVIEW COURSE
Once CE students attend their review classes, they realize how much time was wasted in their undergraduate/college days. This is due to their former professor’s effort and the good CE curriculum/academic program of their alma mater.
At their preferred CE review center, reviewees are helped to make-up for such time and lessons wasted in their college days and strengthen their foundation in each of the review subject so that they can be well-prepared for the CE board exams.
At the regular review for Civil Engineering, it consists of the review centers’ organized and programmed number of hours (time duration) of intense review lectures (depends on the CE review center teaching techniques). Most review lectures conducted were PRINCIPLE-BASED, that is, discussions start from the basic engineering principles and theories, along with samples to recent board exam problems, and then go gradually and smoothly to more difficult topics so that reviewees may cope with the present type of board exam problems and enable them to illustrate the principles to be solved. The review lecture covers the basic theories in Math and Engineering subjects, its principles, sample board exam problems and its applications.
Most review hand-outs in the CE regular review, refresher course and coaching are designed and prepared by CE reviewers and revised them (in-tune of the trends in the board exam problems) to cope with the present type of board exam problems and styles, as given by CE board examiners.

QUIZZES AND PRE-BOARD EXAMS
Quizzes or self-diagnostic examinations are given during the review/refresher course so that reviewees can assess what they have absorbed.
Pre-board examinations are given to examinees to simulate the actual CE board examinations so the reviewees can learn the procedures and get the feel of the actual exams. It is a very important requirement for a reviewee to take the pre-board exams in a review center. This has been proven effective in most board passers when they enroll in a review center. The First Pre-board exams are conducted usually at the middle or after the Regular Review course.
GROUP DYNAMICS (GROUP STUDY)
Reviewees are encouraged by their preferred CE review center to formed groups intended for group study. In this system, review instructors/reviewers attend to the needs of the reviewees to facilitate the understanding of lessons.
As group of reviewees (through the help of their mentors) discuss among themselves, they help each other and learn the lessons in a relaxed manner to supplement what they have absorbed during the regular review/refresher programs.
At the refresher course for CE, it consists of the review center’s programmed number of hours (duration program) of special lectures and series of quizzes/exams. During the refresher course, the reviewers teach the reviewees their specialized (trademark) techniques when dealing with board exam problem condition on a case-to-case basis. Most of them, they teach the simplified solutions/techniques and how to select the best option for board exam problems (for Multiple choice type).
The goal of the reviewers on this stage is to train reviewees/students to solve problems without the aid of their books and hand-outs/notes. This gives them the opportunity to apply all they have learned during their regular review. And also, reviewees will be familiar in the different approaches to solve types of board exam problems and conditions.
QUIZZES AND PRE-BOARD EXAMS together with GROUP DYNAMICS (GROUP STUDY) are also included in the Refresher Course (depends on review center's program). Final Pre-board exams are conducted usually after the Refresher course.
The Coaching program is an optional addition to the Review and Refresher course (some CE review centers include this program in their promos/review packages) wherein the reviewees experience personalized coaching by the review center’s professional instructors/lecturers who are at their discarding days before the actual CE licensure exams.
On this stage, reviewers conduct specialized to-do lists and lectures, conduct pep talks, inspirational testimonials and relaxation techniques. Moreover, reviewees are given counselling on test-taking techniques, sleeping habits and other helpful tips. It is also the stage wherein the reviewees have the chance to point out their weaknesses and correct them, while there is still time (before actual board examinations).

As a reminder: When you are enrolled in your preferred review center, maximize (your time and effort) what you can possibly maximize when you are enrolled in a review center, don’t waste that one single opportunity. You can only get into a review center that its purpose is to make you prepared and become a Civil Engineer. Don’t you ever think of wasting the money your parents’ had hardly earned in order for you to enroll in a review center. Just remember that you must attend your review classes in order for you to have higher chances of passing the board exams. And don’t forget to pray to GOD for guidance when you’re attending your review classes.
